The authorities obviously know who this person is, so why not just go get the clamp back, slap the guy on the wrist, and get on with life ??

Maybe they can't find him. I'm sure there are far more serious incidents where the suspect is at large. If only life were that simple.

Noel; is there some underlying mystry to this clamper ? The newspaper article states that he was a 'former employee of the National Clamp firm'. Can I assume from that, that the authorities know his home address ? Would not some guy wandering around Leyland with one of those clamps, (aren't they about as big as a Morris minicar, ;-) and as heavy as, as, as, well, whatever....look a little bit suspicious ??? And just how far more serious of crimes are occuring in Leyland that the authorities 'can't find him'.
I would think that that particular crime was quite serious in itself.

There are far more serious crimes David. Former employees can be of no fixed abode. It seems to me if you are daft enough to pay up front to somebody who has illegally clamped your car you deserve to lose £50 or wharever.
