Police driver training in Leyland?

Without a doubt Golden Hill Lane has more traffic than any other road in Leyland and three times now I have been near the Chapel Brow end, on foot, and watched as a Polce car has been speeding through traffic from the direction of Earnshaw Bridge, with driver, passenger and two in the back. On reaching the area of Chapel Brow the car slows down and off go the " blue's and two's". Are they testing / training drivers do you think? and if so, is this practice safe?
